We will be sending a detailed Circular about the discussions during the Meeting after the Conference. Transfer of AAOs and AOs under Transfer & Mobility Policy (TMP) After completing the exercise of Transfer and Posting of the Promotees and Non-Promotees amongst the Assistant Managers and Deputy Managers last month under TMP, Management has now started the process of implementation of the TMP Transfers for AAOs and AOs. However, we have taken up strongly against doing the TMP Transfers during the middle of the year, which will affect the Officers. In this regard, our All India General Secretary has written to our Chairman that these transfers should be carried out only next year and should not be done in the middle of the academic year. Also, he has insisted that these transfers could be carried out along with TMP of other class of employees. Wage Revision We are reproducing overleaf the letter written by Mr T S Par Oli, Working President, CONFED to Mr M Parshad, CEO, GIPSA, to notify Wage Revision Scheme for Officers without any further delay. Friends, as stated in the said letter after 8 rounds of discussions starting from October 2003 the Wage Revision process has reached fairly reasonable and respectable position. Undoubtedly, we could reach the present situation only due to lot of efforts, sacrifices and commitment by our Members. It is time to finalise the process and get the legitimate, deserving revised wages to our Officers. Any delay at this stage is not desirable. NIAOA being a class-wise association representing only the welfare of the Officers community is demanding that Pay Revision for Class I should be done immediately and the present deadlock in this issue should be broken. This demand clearly vindicates our stand that issues in our industry will be only class-wise. Hence, the concept of classless associations will not serve the purpose. It is a proven fact today that classless associations are sacrificing the interests of Officers for the cause of other sections of employees. The Governing Council of GIPSA is meeting on 4.10.2005 at New Delhi. NIAOA and our apex body, the CONFED are exerting enough pressure on GIPSA and the Company Managements to notify the Class I Wage Revision immediately. We are confident GIPSA will take a prudent decision and we will revert to you further developments in this issue after the above Meeting. Sir, RE: Pay Revision. We take reference to our letter dtd.3.8.2005 and the subsequent discussions we had with you on 11th Sep.2005 at New Delhi on the captioned subject. As conveyed to you during the course of the discussions, we welcome the improvements made in part-B of your offer in the following aspects:- a) Effective date for Transport Allowance as from 01.8.2002. b) Effective date for mid academic year allowance as from 01.8.2002. c) i) Classification of Officers for payment of Lumpsum Medical Benefit on Basic pay basis instead of Cadre-basis. ii) Effective date for payment of Lumpsum Medical Benefit as from 01.1.2004. We also appreciate and welcome your offer to keep the issue of PLLI open for discussion and your commitment to make efforts to rectify the fitment anomaly observed in the scales of Class I cadre as compared to the scales in other cadres, in consultation/conjunction with the LIC Management. As for Part-A, as conveyed, our response was as under:- a) Since the concept of TMP is already in place for Officers, the question of TMP being a pre-condition for pay revision for Officers does not arise. However, review and rationalisation of TMP provisions and evolving comprehensive Administrative instructions for objective implementation of TMP provisions is a continuous exercise and hence discussions on these issues should continue with the Associations. b) On issues of Outsourcing and Induction of State of the art Technology, we only wanted the Management to evolve and ensure certain safeguards to protect the basic interests of the Officers and also to prevent lateral entry of personnel at middle and senior levels which will not be in the best interest of the Companies in the long run. The HR initiatives and strategies in this regard keeping in view the above safeguards are welcome. Rationalisation of Functional Allowance, as stated in the proposals, does not concern the Officers directly. However, introduction of Qualification pay for Officers as in LIC should be considered as part of the initiative to upgrade technical/managerial capability levels amongst Officers. c) We welcome the concept of Code of Conduct for the Associations as also for the Management. Certain provisions of the draft Code of Conduct need to be discussed and modified before implementation. We extend our co-operation, as a responsible Association of Officers community and expect the Management to ensure strict compliance of evolved Code of Conduct by all checked-off as well as non-checked off Associations operating in the Companies. d) CL/ACL should atleast be maintained at 15 (12+3 RH) as offered initially with the safeguards of continuation of ½ day CL provision and allowing intervening holidays/Saturdays/Sundays while availing CL as in Government and in other PSUs. We are hopeful that you would consider the safeguards sought by us favourably while implementing the Pay Revision package. We believe that the consultation process is now complete. As you are well aware, Pay Revision has been pending for more than 3 years and any further delay would only dampen the morale of Officers still further which is detrimental to the interests of the Companies as well as the Officers. In this context, we would like to take reference to your commitment during the course of discussions that on completion of the consultation process the Notification for the respective class of employees will be issued. As an Association exclusively representing the Officers community by an overwhelming majority in all the 4 Companies, we request the GIPSA, the Company Managements and the Government to expedite the process and notify the Revision Scheme for Officers without any further delay irrespective of the pending issues with other class of Employees.
